This week the state House passed Senate Bill 133 entitled "Reconfirming Provisional Voting".
This legislation came about because of the still unresolved election for Superintendent of
Public Instruction between Democrat June Atkinson and Republican Bill Fletcher. On November
2, 2004 there were a total of 11,310 provisional ballots cast by voters outside their home
precincts. These ballots are crucial to determining the winner of the Atkinson-Fletcher
contest. The NC Supreme Court has ruled these ballots cannot be counted according to state
law in effect when the election was held. Senate Bill 133 changes the law - retroactively
to January 1, 2004, which means the contested ballots can now be counted. It also provides
that in future elections anyone who is registered to vote in a given county can go to any
precinct in that county on election day and request a provisional ballot. Passing this
legislation retroactively is the most disturbing part of the bill, but there are also a
number of other points which deserve mention.

The Albemarle Downtown Development Corporation will
hold the 2nd Annual Outdoorsman's Bonanza on April 2, 2005 at the
Stanly County Agri-Civic Center (Hwy 24/27). More than $130,000
